| Congress Passes Second Continuing Resolution for FY 2012 As reported by the National Family Planning and Reproductive Health Association (NFPRHA), October 4, the federal government has been operating under a second continuing resolution (CR) for Fiscal Year (FY) 2012, which will keep the government running through November 18. The CR requires a 1.503% across-the-board cut from FY 2011 spending levels. While a 1.503% cut to the Title X family planning program for the full 2012 fiscal year would be $4.5 million, cutting the program’s annual budget to $294.9, it is yet to be determined how the short-term CR cut would be implemented with regard to Title X or other programs. In addition, the Labor, Health and Human Services, Education, and Related Agencies (Labor-HHS) Appropriations Subcommittee, released a draft Labor-HHS appropriations bill (H.R. 3070) on September 29. H.R. 3070 contains a number of harmful provisions, including the elimination of Title X. In addition, H.R. 3070 would make significant cuts to other programs, including the Centers for Disease Control and Prevention’s (CDC) National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention (NCHHSTP) programs and the Teen Pregnancy Prevention Initiative (TPPI). However, the Senate bill would flat-fund Title X at $299.4 million, and does not contain the same anti-family planning and anti-public health provisions as the House bill. | MFHC Selected by OPA to Display Abstract as Poster The Office of Population Affairs (OPA) recently accepted an abstract submission by MFHC for display as a poster. The poster, titled, "The Objective Review Process for Title X Funding," outlined MFHC's process for preparing and submitting a grant application to OPA to secure Title X funding, and selecting delegate agencies for the provision of family planning services. The poster displayed at the 2011 Title X Family Planning Grantee Meeting in Miami, Florida, August 1-4. |
